Palestinian National Council Declaration of Independence

Palestinian National Council Declaration of Independence
(November 14, 1988)

Meeting in Algiers, the PNC accepted the new policy of Arafat and called for the convening of an international peace conference for the Middle East, under the auspices of the Security Council and based on resolutions 242 and 338 and the assurance of the legitimate rights of the Palestinian people. They also renounced terrorism but accepted the right of people to fight against foreign occupation. It also called for the continuation of the intifada. The document proclaimed the independence of Palestine without defining its borders with Jerusalem as its capital. Texts of the declaration of independence and the PNC political resolution follow:

In the valiant land of Algeria, hosted by its people and its president, Chedli Benjedid, the Palestine National Council held its 19th extraordinary session – the session of the intifada and independence, the session of the martyred hero Abu Jihad – in the period between the 12th and 15th of November, 1988.

The session culminated in the announcement of the rise of the Palestinian state in our Palestinian land, the natural climax of a daring and tenacious popular struggle than started more than 70 years ago and was baptized in the immense sacrifices offered by our people in our homeland, along its borders, and in the camps and other sites of our diaspora.

The session was also distinguished by its focus on the great national Palestinian intifada as one of the major milestones in the contemporary history of the Palestinian people’s revolution, on a par with the legendary steadfastness of our people in their camps in our occupied land and outside it.

THE CHARTER OF THE HAMAS

The Charter of Allah
The Platform of the Islamic Resistance Movement (Hamas)

THE CHARTER OF THE HAMAS(1)

 image16071.jpg

In the Name of Allah, the Merciful, the Compassionate

“You are the best community that has been raised up for mankind. Ye enjoin right conduct and forbid indecency; and ye believe in Allah. And if the People of the Scripture(2) had believed, it had been better for them. Some of them are believers; but most of them are evil-doers.

They will not harm you save a trifling hurt, and if they fight against you they will turn and flee. And afterward they will not be helped.

Ignominy shall be their portion wheresoever they are found save [where they grasp] a rope from Allah and a rope from man.(3) They have incurred anger from their Lord, and wretchedness is laid upon them. That is because they used to disbelieve the revelations of Allah, and slew the Prophets wrongfully. That is because they were rebellious and used to transgress.” Surat Al-Imran (III), verses 109-111.(4)

“Israel will rise and will remain erect until Islam eliminates it as it had eliminated its predecessors.” (The Imam and Martyr Hassan al-Banna(5). May Allah Pity his Soul.)

“The Islamic World is burning. It is incumbent upon each one of us to pour some water, little as it may be, with a view of extinguishing as much of the fire as he can, without awaiting action by the others.” (Sheikh Amjad Al-zahawi. May Allah Pity his Soul.)

Article 1. Palestine, the homeland of the Palestinian Arab people, is an inseparable part of the greater Arab homeland, and the Palestinian people are a part of the Arab Nation.

Article 2. Palestine, within the frontiers that existed under the British Mandate, is an indivisible territorial unit.

Article 3. The Palestinian Arab people alone have legitimate rights to their homeland, and shall exercise the right of self-determination after the liberation of their homeland, in keeping with their wishes and entirely of their own accord.

Article 4. The Palestinian identity is an authentic, intrinsic and indissoluble quality that is transmitted from father to son. Neither the Zionist occupation nor the dispersal of the Palestinian Arab people as a result of the afflictions they have suffered can efface this Palestinian identity.

Article 5. Palestinians are Arab citizens who were normally resident in Palestine until 1947. This includes both those who were forced to leave or who stayed in Palestine. Anyone born to a Palestinian father after that date, whether inside or outside Palestine, is a Palestinian.

The Original Palestine National Charter

The Original Palestine National Charter

We. The Palestinian Arab people, who waged fierce and continuous battles to safeguard its homeland, to defend its dignity and honour, and who offered, all through the years, continuous caravans of immortal martyrs, and who wrote the noblest pages of sacrifice, offering and giving.

We. The Palestinian Arab people, who faced the forces of evil, injustice and aggression against whom the forces of International Zionism and colonialism conspired and worked to displace it, dispossess it from its homeland to realize its freedom and dignity and who has determined to amass its forces and mobilize its efforts and capabilities in order to continue its struggle and to move forward on the path of holy war until complete and final victory has been attained.

We. The Palestinian Arab people, depending on our right of self-defense and the complete restoration of our lost homeland û a right that has been recognized by international covenants and common practices including the charter of the United Nations and in implementation of the principles of human rightsÆ and comprehending the international political relations, with its various ramifications and limits, and considering the past experiences in all that pertains to the causes of the catastrophe (al-Nakba), and the means to face it.
